ACAB Falls Short, it's ACAC

 ACAB +1 = ACAC. (44204 in base-10) Let's do all cops are criminals real quick.

 They're playing a twisted and sadistic game of cops and robbers. Literally the childhood game. The cops and the copped are on the same side, that's why the population playing the robber role can never go down.  Cops don't exist to protect the public from criminals. They exist to get paid, and to get paid, they have to protect the criminals from the public, so they can continue playing the game. 

 Bureaucracies exist to grow. Naturally, when the cop shop grows, crime must grow, to supply enough players for the new cops to play against. 

 Naturally, since cops are criminals, when police forces grow, crime goes up. More criminals => more crime. Duh.
