Cleaning isn't very expensive, but when the government is stealing everything not nailed down, it's one of the first things to go, in an attempt to stay above water.
Most likely the reason factories look like Communist hellchitecture is because they're Communist hellchitecture.

I'm in Aus so not sure if this is the case in the US but.
I'm very experienced and skilled in my field. The cleaners we hire to do our office building are foreign imports who get paid more per hour than I do.
So cleaning *is* expensive, but why?
Well, we have a UBI, practically, pushing peasants out of work they could do. Cleaning is soooooo low status.... that's why ladies need office jobs in cubicles, since they'd have to do cleaning at home if they were housewives.
Ah yes.
Egalitarianism makes cleaning expensive. Everyone can clean. How are you supposed to prove you're the special snowflake who egalitarianism doesn't apply to if your job is cleaning? Answer: lots and lots of money.
