It's not a so-called rational thing, but rather a thaumaturgic law of sympathy thing. Mortals habitually symbolize what they're doing in the tools they use to do it.
In theory you could use disposable tableware to make parties less expensive and thus have more and bigger parties, but in practice this doesn't happen. You use disposable tableware to signal to your guests that they don't matter to you and you shouldn't matter to them either. Competing to be as shallow as possible.
Regardless, Fascists are too poor to afford tasteful cups, not like iron age citizens.
