I mean, technically yes. The system is liquid. It ripples when you poke it. However, it stops rippling when you stop poking it, returning to the natural level. Sensors are sensitive, who knew.

They didn't know what X means, they don't know what Y means, they don't care, they don't want to know, they only want to So Say We All.
You can't change how NPCs feel. They have no feelings to change.
You can't change how a healthy person feels. They are stable.
You can't change how a crazy person feels in any meaningful way. You can only change what they hallucinate their obsession to be about. Yes this can sometimes result in highly dramatic behaviour alteration. Conversion to a new cult, for example.

There are a couple of webcomics I really started to dislike after I found out about the author's politics. However, I never liked them that much in the first place. I was reading webcomics, after all, I was not in a position of high standards. They were tolerable.
I "had no choice" but to dislike them. Errr yes, I do find I dislike the things I dislike. If I didn't dislike them I wouldn't be me. The person choosing to dislike something else would be someone else.

What happened is obedient NPCs got new orders, because obama granted the cia the grace to issue those orders starting january 2013. The fundamental problem is that you made a society that includes NPCs in the cybernetic feedback loop in the first place. Nobody with a soul is shocked that this didn't work out. Causing problems is the point of the design.

If you feel you are too affected by these things, build a psychohazmat suit. I did. It worked.
Nothing you can do about it? Make decisions when calm, not when excited. If the issue doesn't bore you enough to calm down, then you haven't thought it all the way through yet. Don't be shocked if half-baked ideas are vulnerable to manipulation.

P.S. Talking to toddlers about the future is so dumb I have to be explicit. To justify obeying the authority they were going to obey anyway, NPCs mimic the feelings their internal LLM guesses they're supposed to mimic in order to justify the obedient action. They have no idea that others have genuine subjective experience, they believe outward behaviour is all that there is. (Insofar as they can be said to have beliefs at all.)

Likewise, unstable crazies have no idea what having a stable mind is like, and wouldn't believe it exists even if they saw one in action.
Meanwhile nobody stable is dumb enough to hang around the crazies for long enough to risk the crazies earning a breakthrough. The healthy "have no choice" but to find them insufferable, and consequently refuse to suffer them.
