If you feel the need to make someone bow or grovel, you should instead be executing them. At best, exile. Your society needs to be free of them.
They are not merely inferior to a superior, who they are bowing to. They are inferior to the minimum viable standard. Absolute inferiors. They are burdens, and they are ugly. Clean up the pollution.
Honestly, even someone willing to bow is already too lacking in dignity to be tolerable, whether anyone feels the need to force them to or not.
Cooperators neither bow nor demand bows.
