CPS = IRS

 Child "protective" services are a subagency of the tax man. They step in when something threatens to severely impact future tax receipts. They don't care about children in the slightest, except children who starve to death can't pay taxes when they grow up. Children with crippling injuries might get disability pay instead of paying in. Etc.
