The only thing that matters is responsibility vs. irresponsibility. Responsibility is when you pay for your own stuff. Irresponsibility is when someone else ["from each according to their ability"] pays for it.
Liberals were just Communists. They were Marxists who believed Capitalism would inevitably decay into Communism, and thus tried to achieve Communism by advocating for policies at one remove.
Liberals thought the peasants were so dumb that if given responsibility for their own economic affairs, they would all fuck it up and become wholly reliant on the State. Easy way: they were just lying.
What actually happened: the peasants were told to go get rich, so they did. Any time the behaviour did not produce riches as ordered, they fixed it.
Neoliberals are liberals who noticed the liberal Scheme didn't work. Therefore they are more directly implementing irresponsibility. They still use the language of responsible markets, but mean it even less than liberals did.
P.S. All taxation is inherently Communist.
