Why Don't Tumbleweeds Lose to Prevailing Winds?

 Why wouldn't they become scarce in the upwind direction, until finally dying out? 

 I have no idea, and my google-fu is not sufficient to fix it.

  1. maybe they do get scarce in such conditions, and the places where they exist indicate that wind conditions reverse or circulate.
