When you have faith that a higher power has your back, it becomes easy to take extraordinary risks. Worst case, the god cradles your soul in the afterlife.
The Regime is instead extraordinarily cowardly. They will go all the way around the world, twice, to avoid taking a risk.

Or perhaps not atheist. Phobos worship. The only prayer Phobos will grant is the prayer for more hazards. The devotional act of the Phobos worshipper is exposing oneself, more and ever more, to horrors.
