Correct Way to Manage Inactive Twitter Handles

 Accounts with no tweets and no activity can be automatically appropriated on request.

 Inactive accounts with tweets can be forcibly renamed for a fee. E.g. @Alrenous to @Alrenous0938475. Contact the old email with the new name. If they've lost the account due to losing the email, have the stuff still associated with the new account so they can be redirected. E.g. their old password should redirect them to the new name. 

 (If the new account wants to pick the same password, then force them to change it but don't tell them why - tell them they need a more secure password.)

 It's fine if employees take bribes for the renaming fee, unlike the way it was very bad that they took bribes for the bluchek.
